Mount produced two substitute appearances for England last month, coming on in the second half against Kosovo and Bulgaria.
Danny Rose and Kieran Trippier come in at full-back from the 5-3 win over Kosovo since Trent Alexander-Arnold and also Ben Chilwell fall out.
While Declan Rice starts in midfield, michael Keane begins at centre-back with Fikayo Tomori and Tyrone Mings waiting for their debuts.
Bournemouth striker Callum Wilson doesnt make the seat because of illness.
A win over Czech Republic will shield Englands path next 30, plus they could guarantee top spot if they perform the double and beat Bulgaria or Kosovo neglect to take maximum points at home to Montenegro.
